The Harbin Institute of Technology (HIT) has established the Leading Talent Plan for Industrial and Economic Development on International Doctoral Program. Focusing on internationalization and relying on HIT’s strengths in engineering and management disciplines, the program will train high-level and interdisciplinary talent with a global perspective.
The program's opening ceremony was held at HIT on Oct 24. Its first nine doctoral students are senior officials, seasoned experts, and leading entrepreneurs from countries involved in the Belt and Road Initiative–Russia, Malaysia, Uzbekistan, Kyrgyzstan, Ethiopia, and Benin.

During the ceremony, a congratulatory letter from the Malaysian Prime Minister's Office highlighted Malaysia’s view of the program as a crucial platform for promoting Malaysia-China cooperation. The program aimed to cultivate a new generation of pioneers capable of using AI and data technology to achieve equitable, inclusive, and sustainable development in countries around the world. It was hoped that the program will strengthen the friendship between Malaysia and China while advancing progress in policy, technology, and industry.
Ren Youqun, vice-minister of Education, and Tang Zicai, second-level inspector of the International Cooperation Department of the Ministry of Industry and Information Technology, expressed that the program aligns with industry talent demands and builds a bridge for international industrial cooperation. It was a significant practice in opening up to the outside world and contributes to the Belt and Road Initiative. They hoped HIT would regard this program as an opportunity to integrate China's industrial development experience and technology into the education system, promote international exchange and cooperation, and cultivate more talents.

At the same time, they should broaden their international perspective, seek inspiration, refine their professional skills, and solidify their academic foundation. They should also explore more innovative paths to serve their countries' people and facilitate international exchanges and cooperation, making greater contributions to human welfare and a community with a shared future for humanity.
