March 22, at the Harbin Science and Technology Working Conference, HAN Jiecai, Harbin Institute of Technology (HIT) Vice President and ZHANG Xianyou, Harbin Deputy Mayor, signed a Commercialization and Industrialization of Scientific and Technological Achievements Agreement (CISTA). The agreement establishes the Municipal HIT Research Institute which will help enhance the government and universities’ support of industrial projects, ensure coordinated resource allocation and manage commercial and industrial applications of discoveries, inventions and technologies developed at Harbin universities. 
The City of Harbin will invest RMB 30,000,000 in the CISTA fund earmarked for HIT over the next three years. The City will finance an additional three to five RMB 30,000,000 each Harbin CISTA projects as well as bring to market another eight to ten CISTA projects annually. The City will also establish a number of excellent Research and Development Institutes, and Engineering and Technology Centers partner with local business and industry.  HIT students will be challenged to develop valid strategies suitable for Harbin’s comprehensive industrial development which will be published shortly.
