On December 20, Harbin Institute of Technology (HIT) hosted the Annual Conference 2015 of Society for International Human Resources Development of the Institutions of Higher Learning (SIHRDIHL) in Activity Center room 301.Vice President Ren Nanqi, SIHRDIHL President and Vice President of PKU Li Yansong, Director of State Administration of Foreign Experts Affairs Department of Cultural and Educational Experts Nie Biao attended and addressed the conference.
Ren Nanqi introduced intelligence work in our school and affirmed its broad development space. Ren expressed we must firmly seize the opportunity and comply with the development of society, provided strong personnel support for national economic construction and social development. HIT will be in accordance with the request of the Ministry of Education, State Foreign Experts Bureau, and the leaders of SIHRDIHL, seriously conclude the successful experience from other colleges and universities. We will make full use of our advantages and forge ahead to improve the quality of education opening up, and with the information and internalization of higher education in China guide the intelligence work towards a bright future.
Li Yansong made a presentation on SIHRDIHL’s work, and put forward considerations for SIHRDIHL’s future work.
Nie Biao introduced the new development of State Administration of Foreign Experts Affairs (SAFEA) new policy on intelligence work, and put forward the new demands on improving the scale and level, perfecting expert management service work in order to create a good environment for intelligence work, and coordinating budget management. He believed that with everyone’s joint efforts, there will be a better development of our intelligence work and will make new contributions to national economic and social development.
More than 200 delegates from over 130 colleges and universities gathered in Harbin together to discuss some issues like Introduce and Cultivate High-level Innovative Entrepreneurial Talent, "Thirteen-Five" Internationalization of Higher Education Development Strategies and Programs, Establishing world-class University International Exchange Programs. All participants exchanged their thoughts, improved visions, shared experiences and resources during the conference. At the conference, the Director of Center for China and Globalization (CCG) and the Vice President of Western Returned Scholars Association (WRSA) Prof. Wang Huiyao, the professor of The College of Literature and Journalism of Sichuan University Wang Xiaolu, the pageant official of International Contest of Applications in Network of Things (iCAN) and The Peking University Youth Technology Innovation Venture Competition Prof. Zhang Haixia made keynote speeches.
The conference endorsed the Harbin Consensus, which aims to promote the reform in colleges and universities, focusing on top-level design and legal construction of importing intelligence, progressing the construction of National Model Schools of colleges and universities, strengthening co-operative innovation and information sharing, perfecting intelligence import mechanism in colleges and universities, and thorough improving environment to promoting the intelligence works' information construction. In the meantime, we should enhance the research and sharing of theory and policy about intelligence work, strengthen the analysis and judgment of the internationalization trend of world class universities, and take a combination of intelligence work and national strategies like “One Belt And One Road” and “encourage people to do business creatively and drive innovation”.
During the annual conference, Nie Biao heard and spoke highly of the special reports delivered by from Vice President Ren Nanqi and Xu Dianguo, and officials from HIT Research Academy of Science and Technology and International HIT. Before the conference, 2015 Cross-straits Co-operation Exchange Seminar was held at HIT.
