Recently, the National Development and Reform Commission released the list of approved national and local joint engineering laboratories. The HIT lab of “the technology of composition, transformation and separation of nutrient molecules in extreme environment” is now on that list. Until now, a total of 5 national and local joint innovation platforms of HIT have been approved during the Twelve Five Plan and they have achieved remarkable achievements.
After many years of research experiments, "the technology of composition, transformation and separation of nutrient molecules in extreme environmental" laboratory has reached the leading domestic position in research about biological effects in a space environment, resources inactive molecules of resources in cold region, the construction of fluorescent probes and intelligent drug delivery. The laboratory has performed more than 50 national and provincial projects and conducted a series of research in the isolation, structure, functions, molecules and natural active ingredients in extreme environments. In recent years, the approved national joint innovation platform of HIT has made a series of breakthroughs and played an important convening role in the scientific research, achievement transference and talent team construction. While attracting international talents in related fields, it has introduced cutting-edge technology into platform construction, which has brought new life to the original platform, improved industrialization of research achievements and promoted economic and social development. During the Twelve Five Plan, the National Local Joint Engineering Research Center for the Development and Utilization of Low-Carbon Building in Cold Regions, around the major and urgent technological issues of national and local low-carbon building development, has conducted research in the development and integration of energy-saving technology, structure technology and construction technology in the whole process of low carbon building in cold regions, to meet the realistic needs of the national economic development and resource development and utilization for low-carbon technology. It has promoted the level of construction industrialization in China and accelerated the process of achieving the goal of low-carbon development of construction industry through green construction technology and industrialized production. The National Local Joint Engineering Research Laboratory for Metal Matrix Composites, the first domestic metal matrix composite engineering innovation platform, has made a breakthrough in the key core technology during the production of low-cost and high-quality metal matrix composites, which has effectively supported development and applications in this field. It has achieved significant achievements in research, engineering, application and industrialization of basic technology. Its Qiqihar industrialization base which is under construction will became the biggest provincial metal matrix material production center. The National Local Joint Engineering Research Center for the Preserve, Research and Utilization of microbial resources is the provincial and even national biological technology industrialization supporting platform for using microbial bacteria to realize biomass resources. The center has fully developed microbial strains resources in Heilongjiang Province to provide strains support and technology service for recycling the cellulose wastes and for the production of biological pesticide. It has established the related biological informatics database and has been constantly developing biological technology with independent intellectual property. The National Local Joint Engineering Research Laboratory for the Application of Fast Response Micro Satellite has established domestic first-class research, and design, and simulation, Integration and test environment for micro spacecraft technology. It has developed and successfully launched 4 micro satellites, the first to develop inter-satellite integration technology internationally. It has undertaken and successfully completed the China's first national 973 Projects in the aerospace field and solved major basic and cutting-edge scientific issues which restrict the development of micro-spacecraft.

It is understood that the declaration of national and local joint innovation platform must comply with the regional development planning and industrial layout and the industry field should belong to the provincial leading industries or characteristic industries, which will provide the key technical support to bottleneck problems of local industry or of economic development and have widespread effects and a leading role and a strong influence in its industry. The applicant must have established a long-term cooperation mechanism and set up a regional innovation network around the common key technological issues and industrial chain with at least one of the national engineering research centers, national engineering laboratories, national approved enterprise technology centers or national and local engineering research centers whether in the same industry or in vertical industries.
