On December 3, the seventh Harbin Municipal Association of Science and Technology Annual Conference themed as “entrepreneurship makes the dream come true and science and technology lead the future” was held in HIT. President Zhou Yu, the academician of Chinese Academy of Engineering, the chairman of Municipal Association of Science and Technology, gave a lecture entitled “Daring to seize the opportunity and take the initiative via technological innovation to help the economic development of Heilongjiang”. Mrs. Zhang Lixin, Standing Committee Member of CPC, Harbin Municipal Committee and the minister of publicity also attended the meeting and delivered a speech.
Zhou Yu analyzed the main problems, challenges and development opportunities of Heilongjiang in the development of scientific and technological innovation in the report. He pointed out that the CPC Central Committee and the State Council deepening the reform of scientific research and institutional mechanisms to promote the “Public Entrepreneurship, Peoples Innovation” provide our province a new round of development opportunity for science and technology innovation – a more open and perfect innovative business ecosystem; new innovative and entrepreneurship opportunities to universities and institutes; the rapid development of emerging industries generating new demand for innovation. Principal Zhou Yu described the main content of the spirit of innovation and entrepreneurship combining with the successful case of innovation and entrepreneurship. He believes that the success of innovation and entrepreneurship of HITers come from the motto of HIT “Accuracy & Proficiency” and from the HITers taking the initiative to adapt to the development of the times by combining HIT's fine tradition with entrepreneurial spirit and craftsmanship. Scientific research workers should integrate the market consciousness and competition consciousness of entrepreneurs into the innovation, and make full use of capital, human resources, market resources and policy resources, transform advanced technological achievements into real productive forces, and then promote social and regional economic development.
Mr. Zhou Yu pointed out in the address that the revitalization of development in Heilongjiang is inseparable from scientific and technological innovation as well as the innovative talents. In the face of problems of the development of scientific and technological innovation, we should not only improve and enhance the external environment, but also have perseverance to fight with fear and risks and the courage and boldness of vision, and the perseverance will make innovation and entrepreneurship sustainable development. He made a few suggestions on renewing the innovation and vitality of entrepreneurship: policy first, so that the policy profits could become the attraction of development environment; talents first, so that to gather the world talents for development; innovation first, so that to achieve a major breakthrough in the industries core technology. He hoped that the scientific and technological colleagues, entrepreneur representatives, the majority of teachers and students work together to establish a sense of first to seize the initiative in the fierce international innovation in the rapid change tide of times and to come to the forefront in the competitive environment, to make the innovation into economic development momentum, and make new and greater contributions for the revitalization of Heilongjiang.
At the opening ceremony of the annual meeting, the Municipal Association of Science and Technology took the entrepreneurship business of HIT students’ innovation park as the pilot enterprise, funded and signed a funding agreement with the Harbin Ran Zhuo Technology Development Co., Ltd. and other 10 companies.
More than 500 people like the academic community of Municipal Association of Science and Technology, the local representatives of Association of Science and Technology, sponsored enterprises, teachers and students of HIT Innovation Park, scientific and technological workers from business, universities and research institutes, science and technology personnel from science and technology incubator park, and the city's entrepreneurial innovation teachers and students from colleges and universities attended the meeting.
