Two Invention Patents Win the Chinese Patent Award of Excellence,HIT Makes Great Progress in Intellectual Property

Recently, the State Intellectual Property Office announced the results of the 18th China Patent Awards. Two of HIT’s patents won the Chinese Patent Award of Excellence: the “active vibration isolation device based on the composite support of electromagnetic and static pressure flotation (inventor: Wang Lei, Tan Jiubin, Wen Rongwei, Zhao Bo, Yang Yuanyuan), and “the initial mode and device of High Frequency Surface Wave Radar Remote Tracking (Inventor: Quan Taifu, Xu Rongqing, Zhou Gongjian, Ma Zilong, Zhang Qingxiang, Zhao Bin) ”.

The “Chinese Patent Award” is the only government award granted to invention and creation in China, which is recognized by the United Nations World Intellectual Property Organization (WIPO). Before this only a service invention patent of HIT (inventor: Qin Yukun, etc.)  won the eighth China Patent Excellence Award in 2004. In recent years, HIT has actively responded to the call of the “Mass Entrepreneurship and Innovation” and focuses on innovation. As a result, great progress has been made in intellectual property——invention patent applications are over 2,000 for the last 3 consecutive years, and HIT’s authorization has been in the Top 5 among Chinese universities. In 2015, HIT’s invention patent applications (2577) and invention patent authorization (1454) both leaped to NO.2. By the end of the Twelfth Five-Year Plan, the number of HIT’s effective invention patents will be 3,896, ranking the 4th in all Chinese universities. This year, HIT has become the first batch of colleges and universities’ “national patent collaborative use of experimental units” and the National Defense Intellectual Property Office’s first batch of fixed-point units of “national defense intellectual property services, protection special action” .

In recent years, HIT has established the intellectual property management committee of college leaders responsibility, and carried out level-to-level administration of the research project, industry-college-institute cooperation, technology transfer and patent intelligence analysis. A complete mechanism guarantee has come into being. By introducing the patent “cost” application and post-grant incentive model, HIT guides the high-value technology patents and promotes patent quality. By adjusting the funding target, HIT guides funds from the “Application Grant” to “Operation Grant”. HIT also introduces the patent grading evaluation mechanism and trusteeship system, which means the patent is fully funded for three consecutive years and the follow-up invention patent annual fee depends on graded classification evaluation of preferred funding programs to further enhance the high-quality and effective patent ownership. At the same time, the school enhances the  construction of patent information management platform and the collaborative utility docking platform. In this way, HIT achieves the dynamic monitoring of patent publishing, application, acceptance, examination, licensing, legal status, validity period, right change, utility and results release and effective docking to enterprise needs of technology, and promotes the establishment of docking mechanism of patent collaborative utility and order-oriented R&D led by enterprises and based on agreed target intellectual property. HIT divides the existing patents according to strategic emerging industries, Made in China 2025, regional technology intensive industries. Relying on the Heilongjiang Provincial Industrial Technology Research Institute and the Industrial Research Institute and based on technology maturity model, HIT incubates technological achievements selectively. Through patent navigation, HIT docks with the target market, promotes the intellectual property entrepreneurship and the industrialization of patents so as to better serve regional economic development.
