On December 20 and 21, the Scientific Research Work Conference focusing on the topic of “Implementing National Innovation-Driven Development Strategy, Grasping National Scientific Development Trend, Promoting World First-class University Construction with First-class Scientific Capability in China” was held in HIT, in order to summarize the achievement of scientific undertakings, to inspire and encourage the enthusiasm of scientific researchers, to promote abilities in independent innovation and cooperative innovation, and to accelerate the construction of world First-class university and First-class disciplines. Wang Shuquan, HIT Party Secretary, attended the conference and delivered a speech. Zhou Yu, President of HIT hosted the conference. Wang Yanjue, Director of Department of Science and Technology, Ministry of Education, and Wu Xueti, Deputy Director of resource allocation and Management Department, Ministry of Scientific and Technology made presentations on the topic of Research Management Reform in Colleges and Universities and Central Government Fiscal Reform of Science and Technology Program Management. Advanced scientific teams and individuals were also awarded on the conference.
During the speech, Wang Shuquan summarized, analyzed and further deployed the scientific research work of HIT from three main aspects, namely, the achievements, experiences and inspirations of scientific research work of HIT since “The 12th Five-Year Plan”, the new situations and opportunities faced by the scientific development of universities and colleges, and the general requirements for scientific research undertakings of “The 13th Five-Year Plan”. He said, the major mission for HIT to hold this conference in the first year of “The 13th Five-Year Plan” is to study and implement the spirit of Party’s 18th People’s Congress and the 3rd, 4th, 5th, and 6th Plenary Session, to deeply practice the spirit of General Secretary's speech, and to conscientiously implement the decision and deployment of Party Central Committee and the State Council on “Double Top” construction, to summarize scientific undertaking of “The 12th Five-Year Plan” and deploy the scientific undertaking of “The 13th Five-Year Plan”, in order to welcome the 100 anniversary with more successful achievements. Since “The 12th Five-Year Plan”, around the target of “Speeding up the pace of creating world first-class university”, HIT has paid high attention to the scientific research undertakings, and insisted in “oriented in discipline national needs, oriented in international technology frontier, and oriented in major economic market”, so as to fuel innovation and to seek development with HIT features. HIT has made significantly results: its scientific research level has been sharply improved, the leading role of disciplines has been constantly upgraded, the support role of talented teams has been enhanced, and the mission of servicing the economic development has achieved significant effects. The achievements HIT made lies in the reasons that HIT adheres to the spirit guide, adheres to talent, insists in seizing opportunity, insists in featured development, and insists in integrated development.
Wang Shuquan also pointed out that “The 13th Five-Year Plan” is an important opportunity and period for HIT to reach the target of “Welcoming the 100 anniversary and creating the first-class university”. During this period, the implementation of “Made in China 2025”, “Internet +”, “Civil-military integration strategy” highly conforms to the discipline advantages and school features, and the construction of “One belt One Road” China-Mongolia -Russia economic corridor as well as the Northeast old industrial base rejuvenation has provided HIT with rare development opportunities to participate in the regional development cooperation.
He also emphasized, in order to promote the target of “Double First-class” construction and to achieve the 100 anniversary target of “China Feature, World First-class, HIT Standard”, HIT needs to address the scientific research in an important position among the general development arrangement, to understand the general requirement of scientific research work from the perspective of national innovation-driven development strategy, to achieve the target of scientific research system reform from the aspect of comprehensively increasing higher education quality. HIT must insist in the integrated development of “Talent, Discipline and Scientific Research”, and closely connect scientific research and talent cultivation to the needs of economic development, in order to form and develop the featured disciplines during the process of servicing national development strategy, and finally achieve the strategic goal of building world first-class university. Wang Shuquan proposed five suggestions for scientific research work, namely, first, cultivating talent team that conforms to the needs of scientific innovation; second, tightly connecting strategic orientation and emphasizing important project feature; third, enhancing the construction of scientific platform to achieve grand development in key scientific fields; fourth, deepening reform and building a good scientific innovation environment; fifth, strengthening scientific supply and providing service to economic society. At the end of Wang Shuquan’s speech, he said, now we are at the edge of “The 13th Five-Year Plan”, we should follow the blue map that was stretched in the HIT 12th Congress of Party Representatives, bear the innovation spirit of reforming, leading, opening, competing, and take the responsibility to make more history for HIT.
Wang Tingjue and Wu Xueti expressed their understandings of the related policies of the scientific system and management reform under the current new situation and changes, from the perspectives of reading the new trend of university scientific reform, seizing the new requirement of university scientific reform, and constructing the new state of university scientific research work. They announced in the report that since the 18th National People’s Congress, General Secretary Xi Jinping paid high attention to the innovation-orientated development strategy and made several speeches on important instructions. The Central Committee of Communist Party of China and the State Council published National Innovation Orientation Development Strategy Outline and other important documents and policies on deepening scientific system reform in succession, the rapid increase of scientific management system reform has proposed grand opportunities and challenges to the university scientific researchers. In this key period of deepening reform and changing economic development mode, as well as building a well-off society in an all-round way, universities and colleges should fully exert their roles in scientific research and talent resources, provide better service to meet the strategic need of national development with more qualified talents. Universities and colleges should strengthen system innovation to effectively meet the national needs; establish solid fundamental research supporting mechanism to improve original innovation abilities; build a grand scientific base to provide support to disciplined development; make full use of policy to optimize the organization of scientific research teams; construct a suitable research transfer mechanism for universities and colleges; form effective service systems that integrate scientific work and financial affairs; and build multi-evaluation systems that emphasizes quality and contribution. They emphasized in the report that universities should pay more attention to need-oriented, connotative-development and featured-development; closely integrate scientific research with the need of talent cultivation and economic society development; focus on the basic target of guiding and supporting school featured disciplines; through the reform in scientific mechanism, change the discipline development direction and talent cultivation system; form and develop featured disciplines during the process of servicing the national strategy; improve the innovation ability with featured disciplines of HIT, and to provide strategic support for the innovation orientation development.
Vice-president Han Jie reported on the school scientific work report from four perspectives, namely, the discipline achievement of “The 12th Five-Year Plan”, current situation, confronting the problems and challenges, and development and thinking of “The 13th Five-Year Plan”. He announced in the report that since “The 12th Five-Year Plan”, the scientific research work has progressed towards the target of creating world first-class university, adhered to the school motto of “Stringent Standard, Excellent Wok”, insisted on orientating in national key needs and international scientific frontier, persisted in featured development of innovation orientation, strengthened basic researches, in order to produce systematic integrated innovation with strategic logic and to construct platform with open mind, and also to award on the achievement and encourage scientific work onto a high level. One is deep participation in national scientific key projects with more symbolic achievements. HIT has actively participated in 14 special projects among 16 key projects, such as space and lunar exploration projects, water pollution control and government, high-end numerical control machine tool and basic manufacturing equipment and other projects. HIT has enjoyed great achievements in 300 special projects, especially in space exploration, which has reached worlds top level. Second is the rapid increase in the amount and quality of national awards. During “The 12th Five-Year Plan”, HIT has made successful deployment and arrangement, which has won 38 National Science and Technology Awards and led the research in 24 National Science and Technology Awards. Both of the two numbers rank the fourth in the domestic universities. Among the awards, there are National Technology Invention Award First Prize, National Science and Technology Progress Award First Prize, and four National Prizes for Natural Science, which has fully exhibited our ability and level in scientific research. Third, is the new improvement in the construction of scientific platform. “Space Environment Ground Simulation Device”, a national key scientific and technological infrastructure project, has received the official permission from National Development and Reform Commission. HIT Aerospace Science and Technology Integrated Innovation Center has been approved to become the first 14 “2011 Project” centers in China. HIT has also constructed 4 Provincial Integrated Innovation Centers, One National Engineering Laboratory, 5 National Local Joint Engineering Laboratories and the number of National Platforms has reached 15. Fourth is the maintenance of cooperation features with Russia, Ukraine, Belarus and other original CIS countries, and to construct an international cooperation platform with the European Union, the USA, Canada, and Asian countries. Fifth is the improvement in the ability and level of basic scientific research, especially in the fields of engineering materials and information. Sixth is the remarkable achievement in basic researchers and team construction, which has formed a complete chain for talent cultivation. Seventh is leading faculties into international platforms, with the publishing of papers, the announcement of communications, the position of international organizations and the words in international academic fields. Eighth, the more 2,000 invention patent applications for successive three years, among which, in 2015, the number of invention patent applications and the number of invention patent grants have both ranked the second in domestic universities. Ninth is the promotion of HIT experience in school cooperation by the National Development and Reform Commission and Ministry of Science and Technology. During “The 12th Five-Year Plan”, there were 101 school achievement incubated enterprises, which has fueled the transfer from scientific features to industrial feature and from technological standard to industrial brand.
Han Jiecai analyzed the present situation, the problems and challenges that our technology work met from the regional, national, and international perspectives, as well as made the expectation on our own technology work in the 13th Five Year Plan period. HIT will improve the system environment for “Talents Stand Out”, build a steady support mechanism based on the competition, create a academic atmosphere pursuing excellence, and strengthen support to all of academic life. For major outstanding projects, HIT will provide support ahead. Besides, HIT will strengthen its aerospace and defense features and establish a technology and innovation integration system. To advance leading roles of important breakthroughs, HIT will cultivate the combination of “experts and teams” and build a chain system supporting talents and technology developments results. For international cooperation, HIT will grasp the opportunities brought by “One Belt and One Road” strategy, take the advantage of cooperating with Russia, and make full use of international technology resources. For the platform construction, HIT will comprehensive arrange the scientific research base construction. In the end, HIT will transform from the “quantity scale” into “quality effect”, integrate the regional resources and create new values.
Fu Qiang, the vice executive dean of Science and Technology Institute, made a report on the New Requirements of Renovation of Science and Technology Management, giving related introduction on basic science research, civilian goods plan, national defense scientific research, award policy, and fruit transformation.
Representatives held discussions in different groups around a series of topics, such as the major strategic demand, the subjects distribution and research direction, combination of engineering and science, the overlap of subjects, information construction, internationalization, high-level campus with own features. Each group leader gave feedback report abut their discussion results.Campus in Wei Hai and Shen Zhen also joined the synchronous feedback.
The meeting gave commendation to the groups and individuals for their outstanding achievements and contribution. Zhou Yu in his speech stressed that the current national science and technology management policy is in transition, the majority of teachers and students felt the pressure, and have a sense of urgency. The research work of our school is in climbing over the ridge, rolling stone mountain state. How to overcome the challenges and difficulties brought by reforms of national science and technology management policy , to adapt to the new national science and technology system reform and management demands of the situation as soon as possible, grasp the rare opportunity of national science and technology management policy change, pass through the transition period and the transition period, rapid rise into the period and the new norm, are important tasks that lie in front of us. The next step is that we should seriously study and deeply understand the spirit of the meeting, to increase the science and technology work conference and the spirit to carry out publicity, a school district three with planning, with the deployment, with the implementation, with the advance, to achieve a high school scientific research work pattern of three area interconnection, sharing, each other.
