Liu Ting, vice-president of Harbin Institute of Technology (HIT), led a delegation to Belarus from June 15 to 19 to attend a series of events including the Second Young Doctoral Innovation Exchange Camp of the China-Shanghai Cooperation Organization (SCO) Doctoral Training Innovation Center, the second working meeting of the center's council, and the SCO University President Forum.
The delegation also visited the Belarusian National Technical University and the National Academy of Sciences of Belarus, and paid a courtesy call on Chinese Ambassador to Belarus Zhang Wenchuan, advancing practical cooperation in education and science and technology between China and Belarus.
The Second Young Doctoral Innovation Exchange Camp of the China-SCO Doctoral Training Innovation Center, co-hosted by HIT and the Belarusian National Technical University, opened at the Belarusian National Technical University on June 17.
Liu Ting and Sergei Kharitonchyk, rector of the Belarusian National Technical University, attended and addressed the opening ceremony. Also present at the opening ceremony were Liu Xinlu, vice-president of Beijing Foreign Studies University; Kseniya Yakushenko, vice-rector of the Belarusian National Technical University; Kalybek Dukanaliev, vice-rector of Razzakov Kyrgyz State Technical University; and Kadir Gulamov, chairman of the Board of New Uzbekistan University.
Liu Ting stated that young doctoral students should work to preserve the "Shanghai spirit", become pioneers and innovators, and help maintain connections between people. He encouraged them to boldly tackle challenges, break down disciplinary barriers, and use innovative achievements to serve national development and people's well-being, contributing their youthful energy to building an SCO community with a shared future.
The exchange camp brought together representatives from Peking University, Tsinghua University, Xi'an Jiaotong University, Beijing Foreign Studies University, and HIT, as well as from Peoples' Friendship University of Russia, Al-Farabi Kazakh National University, the Belarusian National Technical University, State University of Grodno, Razzakov Kyrgyz State Technical University, and New Uzbekistan University, together with over 150 young doctoral students from SCO countries. Participants engaged in interdisciplinary and cross-cultural in-depth dialogues covering basic and frontier sciences, technology and economics, sustainable development, and regional studies.
At the opening ceremony, the China-SCO Doctoral Training Innovation Center Integrated Digital Education Platform was launched, integrating resources, data, and management across online and offline platforms and in-class and out-of-class settings. It will provide support for students from member universities in sharing digital educational resources.

On the same day, the second working meeting of the council of the China-SCO Doctoral Training Innovation Center was held, chaired by Liu Ting. The meeting heard reports from the center's Coordination Office on the past year's work progress and the center's operational mechanisms. Member universities held in-depth consultations on the operational mechanisms and jointly signed the Agreement on Mutual Recognition of Graduate Course Credits of the China-SCO Doctoral Training Innovation Center, marking substantial progress in promoting credit recognition, course sharing, and talent mobility.

Liu Ting and his delegation were invited to attend the SCO University Conference and the SCO University President Forum Plenary Session, held under the framework of the 10th Meeting of Ministers of Education of the SCO Member States from June 16 to 17.
Liu Ting delivered a report at the SCO University President Forum Plenary Session, titled The China-SCO Doctoral Training Innovation Center: Pooling SCO Strength, Composing SCO Brilliance. The report systematically summarized the achievements of the center since its establishment one year ago, outlined a high-level vision for building an innovative, international collaborative training system, and contributed the center's wisdom and strength to cultivating top-tier talent for universities in SCO member states.

Liu Ting held discussions with Vitali Zaleski, first vice-chairman of the Presidium of the National Academy of Sciences of Belarus on June 18. Both sides expressed the hope of further deepening research collaboration through the China-SCO Doctoral Training Innovation Center, jointly applying for research projects on major topics such as SCO affairs and regional governance, and establishing a regular liaison mechanism to ensure the sustained and stable development of cooperation.

The two sides jointly witnessed the signing of an agreement between HIT's School of Economics and Management and the Institute of Economics of the National Academy of Sciences of Belarus on jointly establishing an Analysis Center for Global Governance and Innovation Development in SCO Member States and officially establishing the center.

Liu Ting and his delegation held talks with Kseniya Yakushenko, vice-rector for Research of the Belarusian National Technical University on June 16. Both sides spoke positively of recent cooperation outcomes and exchanged in-depth views on effectively advancing the development of the China-SCO Doctoral Training Innovation Center, as well as expanding deep collaboration in areas such as sharing academic resources, cultivating innovative talent, and jointly tackling core technologies.

Liu Ting and his delegation met with Chinese Ambassador to Belarus Zhang Wenchuan on June 18.
Liu Ting briefed the ambassador on new progress and achievements in HIT's international exchanges and cooperation, expressing hope that with the Embassy's support, HIT and Belarusian universities would be able to carry out more practical cooperation in joint talent training and faculty-student exchanges, helping strengthen China-Belarus educational cooperation.
Zhang stated that the Embassy would fully leverage its role as a bridge, building cooperation platforms and smoothing communication channels between HIT and Belarusian universities, supporting multi-dimensional and in-depth cooperation, and jointly advancing new achievements in bilateral educational cooperation.
