“Outstanding Youth Science Fund” Project (Overseas)
Aimed at attracting and encouraging outstanding young scholars from abroad (including foreign talents of non-Chinese origin) who have achieved good results in natural sciences, engineering technology, etc. to return to the motherland (arrive in China) to work. The candidates will select research focuses and conduct innovative research at their own discretion that will promote the rapid growth of young scientific and technological talents, cultivate a group of excellent promising scientists able to enter the forefront of the world science & technology, and contribute to the development of a strong scientific and technological nation.
Eligibility Criteria
1. Applicants for the “Outstanding Youth Science Fund” Project (Overseas) should meet the following requirements:
(2) Not more than 40 years old
(3) Hold a doctoral degree.
(4) The research directions should be mainly natural sciences, engineering technology, etc.
(5) In general, have a formal teaching or research position in overseas universities, research institutions, or corporate R&D departments, and have a continuous work experience of more than 36 months. For those who have obtained an overseas doctoral degree and made exceptional achievements, the work experience requirements may be appropriately relaxed.
(6) Have achieved research or technological results recognized by peer experts and have the potential to become an academic leader or outstanding talent in the field.
(7) Applicants have not worked full-time yet after returning to the motherland (arrival in China) or worked for less than 1 year after returning to the motherland. After receiving the grant notification, they must resign from any overseas positions or have no overseas employment and work full-time after returning to the motherland (arrival in China) for at least 3 years.
2. Restrictive Requirements:
The requirements for the coordinated connection of national science & technology talent programs as stipulated by relevant departments of the central government shall be implemented. Only one project at the same level of national science and technology talent programs can be undertaken during the support period, and reverse-level application is not allowed.
Support Policies
1. Appointment Position: appointed as a Professor (public institution position); awarded the qualification of a Doctoral Supervisor, with guaranteed post-graduate students’ enrollment quotas.
2. Salary and Benefits: an internationally competitive and domestically leading salary and benefits, with additional performance-based bonuses with no upper limit.
3. Settlement allowance / Housing allowance: a substantial settlement allowance or a new fully-furnished apartment of equivalent value.
4. Research grant: significant research start-up grant will be provided to create conditions for conducting high-level research.
5. Working Conditions: ① Good office and laboratory premises will be provided. ② Support the formation of an academic team.
6. Living Services: ① Recognized as Category B talent in Heilongjiang province, with preferential policies for medical care and transportation.② Assistance in resolving spouse employment. ③ Provision of high-quality educational resources for children from kindergarten to senior high school.
7. Development guarantee: ① HIT will assign a domestic growth advisor to the selected candidate to provide comprehensive support for professional growth and development in China during the entire process thereof. ② The selected candidate may also invite their overseas research supervisor / collaborator to serve as an international professional growth advisor to strengthen existing international cooperation and enhance international academic exchanges.
Special Notes: the specific amounts and details of the aforementioned benefits can be consulted by contacting the Human Resources Department or relevant second-level institutions of HIT. Candidates who have been shortlisted for the final interview but do not pass the evaluation and examination may be appointed to the professor position under “Shenzhou Scholar” program.
